Google via Twitter announced that it has launched a new iteration of the Google Panda update. Version 23 is claims to affect ~ 1.3% of all English queries. In the previous Google Panda update 22 of 21 November was 0.8%.
Not only Barry Schwartz from Search Engine Land is surprised by the time of the update:
Last Year Google promised they would not update the Panda algorithm or do data refreshes until after the holidays - this year, I guess they decided not to wait.

Low quality content is surely not going to benefit anyone. Through Panda update google targeted content farms, sites with shallow or low-quality content.
